The note examines the legal and regulatory challenges associated with the entry of private buses from Vypin into Ernakulam city, with particular reference to the Kerala Government’s draft route nationalisation scheme published on 17 May 2023. It highlights how the existing permit system, coupled with the proposed nationalisation of the Paravur–Vyttila route, is restricting direct bus connectivity and increasing travel costs and inconvenience for commuters. The note questions the adequacy of KSRTC services in meeting the region’s growing transportation needs and emphasises the importance of private bus operators in the existing public transport system. It recommends reconsidering the draft scheme, relaxing restrictions on route overlap and permit variations, reforming the existing permit system, and promoting coordinated service planning among KSRTC, private operators and local authorities. Furthermore, the note calls for a comprehensive review of Kerala’s route nationalisation policies and bus transport regulatory framework to ensure equitable access to public transport while encouraging private sector participation, operational efficiency and improved service delivery.
