Shared Mobility Andhra Pradesh

This policy brief examines the legal and regulatory barriers that prevent shared Intermediate Public Transport (IPT) services, such as shared autorickshaws and motor cabs, from operating within Andhra Pradesh’s existing transport framework. It analyses how the traditional distinction between stage carriage and contract carriage permits under the Motor Vehicles Act, 1988 and the Andhra Pradesh Motor Vehicles Rules creates a structural mismatch between emerging shared mobility practices and the current legal regime. Drawing on statutory provisions, judicial interpretations, and reforms introduced through the Motor Vehicles (Amendment) Act, 2019, the brief identifies key regulatory constraints limiting the formal recognition of shared mobility and evaluates policy options for integrating shared IPT into the state’s transport system, including permit modifications, regulatory reforms, and scheme-based approaches under Section 67 of the Act. It argues that a dedicated framework for shared mobility can strengthen last-mile connectivity, improve access in rural and low-demand corridors, enhance transport efficiency, and provide the regulatory clarity necessary for the structured and lawful expansion of shared mobility services in Andhra Pradesh.
