“If the objective is to prevent wrongful deletions from electoral rolls, the state risks overstepping into determining citizenship, which is a Union subject. If the intention is merely to establish residency, there are already multiple documents that serve as valid proof of address. Introducing a new ID may instead create exclusion and bureaucratic confusion for long-term residents and interstate migrants.”

Dhanuraj was speaking to The Straits Times on Kerala’s proposed nativity card and its implications for residency rights, migrant inclusion, and electoral processes.
