Context

The Centre for Public Policy Research (CPPR) has officially submitted the Draft Film Policy for the State of Kerala to the Kerala State Film Development Corporation (KSDFC). This milestone marks the culmination of months of research and consultation aimed at positioning Kerala as a national and global leader in the film industry.

The scope of work for CPPR on the draft cinema policy was the following: 

  1. Assisting in drafting a film policy for Kerala as a frontrunner in the cinema industry nationwide, fostering artistic expression through film. 
  2. Grasping the evolving dynamics of the film industry, spanning from production to the distribution and screening of movies. 
  3. Cultivating a conducive environment for the creation, financing, and dissemination of Malayalam cinema within the state and beyond, on both national and global scales. 
  4. Promoting increased film production in Kerala to boost film tourism in the region. 
  5. Enhancing the viewership of Malayalam films across India and worldwide.

By aligning Kerala’s cinematic ambitions with global best practices, CPPR’s Draft Film Policy presents a visionary roadmap to empower the state’s film sector, amplify its cultural influence, and unlock new economic opportunities.
