Addressing the question of whether the creation of a specialised urban cadre of IAS officers is the solution to failing infrastructure and towering apathy in Indian cities, on NDTVDhanu Raj , CPPR Chairman, opines, “Most of the cities lack coordination, power, and resources, Often, a top-down approach is followed, meaning many things are imposed on the urban local bodies. Many projects are driven by the funds given by the state and central governments, so decisions are mostly taken at a different level without understanding the city landscape and architecture, as well as the history and environment of the cities. So I believe this specialised urban cadre that is proposed is not going to help mitigate the challenges the cities are facing these days. I think what we need to do is strengthen the capacity of the city municipal corporations and enable and empower them to tackle these issues.”
