Indian Coastal Alliance Compendium — “Priorities and Challenges in the Indian Coastal Region: Environmental, Economic, and Geopolitical Perspectives”

The Indian coastline is more than a geographical boundary. It is a dynamic and vital thread woven with immense opportunity and complexity. From thriving port cities to delicate estuaries, our coasts are at the heart of India’s economic ambitions, environmental stewardship, and geopolitical outreach. Nearly 250 million individuals depend on the Indian coastline, which spans over 11,000 km, for their homes and livelihood. The coastal dimension, where community livelihoods, ecological resilience, and national security intersect, remains underexplored, despite the significant attention the maritime domain has received through initiatives such as Sagarmala and Maritime India Vision 2030. As the Indian economy rapidly advances,  sustainably leveraging and managing our coastal areas and oceans are critical for our economic and political stewardship.

The Indian Coastal Alliance (ICA) fills this gap by creating the country’s first collaborative platform that brings together research institutions, policymakers, and communities along the Indian coast. The ICA is a flagship initiative by the Centre for Public Policy Research in collaboration with The Asia Foundation-India. The alliance aims to conduct evidence-based research to expand India’s ocean-led economy by pinpointing significant regional opportunities and challenges. The ICA will facilitate in-depth research addressing coastal security, socio-economic development, and geospatial issues affecting coastal states. Promoting dialogue platforms, the ICA will facilitate the exploration of opportunities along the Indian coast and the resolution of coastal challenges. The alliance is expected to facilitate informed decision-making and effective action by enhancing and disseminating expertise, insights, and research findings to governments, security agencies, communities, and civil society organisations.

The compendium, Priorities and Challenges in the Indian Coastal Region: Environmental, Economic, and Geopolitical Perspectives, provides a thorough analysis of the diverse aspects of India’s coastal priorities. The chapters in this volume, which were authored by members of the Consultative Group and peer-reviewed by the Advisory Committee, provide a multi-dimensional analysis of the opportunities and challenges facing India’s coastal region. This compendium encompasses a joint policy brief by CPPR and The Asia Foundation-India, as well as themes such as the blue economy, coastal disasters, coastal energy, gender-responsive climate policy, coastal security, fisheries, tourism, ports and shipping, and ecology. Together, these contributions provide a robust foundation for evidence-based policymaking and stakeholder engagement in coastal governance.
