Kerala’s occupation-specific welfare fund boards operate under separate legislations, administrative structures and registration systems, resulting in fragmented service delivery, overlapping memberships and uneven access to benefits. The existing system also faces challenges related to financial sustainability, limited transparency in beneficiary data and administrative inefficiencies.
The proposed reform, “One Board, One Worker, One Account,” advocates consolidating these boards under a unified social security framework, supported by a common digital registry, portable worker accounts, standardised claims procedures and professional fund management. It recommends a phased approach, beginning with functional integration and registry reform before legislative consolidation, while protecting accrued entitlements and retaining sector-specific benefits where necessary. The objective is to improve administrative efficiency, financial sustainability and workers’ access to social security.
