


Sailing the MAHASAGAR Together: India-Maldives Relations is a comprehensive research compendium published in June 2026 by the Indian Council of World Affairs (ICWA) and the Centre for Public Policy Research (CPPR). The book compiles dialogues, lectures, and scholarly contributions from a collaborative conference designed to evaluate the strategic and structural realities of India-Maldives relations. Against a backdrop of shifting geopolitical alignments and alternating domestic political rhetoric in Malé, the volume uses the framework of India’s MAHASAGAR initiative to outline a vision for long-term regional stability, maritime security, and sustainable economic growth.
The volume is structurally organised across four thematic sessions that explore the complex layers of the bilateral partnership. It examines the pragmatic resilience of India as a historic “first responder” to Malé’s fiscal and environmental crises, alongside an analysis of the Maldives’ strategic hedging between major global powers like India, China, and the U.S..
