Tomorrow’s budget is expected to give pointers on the LDF government’s approach to tackling the fiscal challenges that the state is confronting with for the last two decades. The big question is whether the finance minister Dr. Thomas Isaac will dare to raise the tax rates or declare a reform agenda that would reposition the role of the government from being a provider to a facilitator. Will he address the issues like disinvestment, pay commission, direct transfer of welfare schemes? Will it be a populist budget (the situation does not warrant so) or a reformist one?
