About the Topic: 

The intention behind this CPPR dialogue on “Implementation of Street Vending Laws in India, Where it Stands Now?”.  is the fact that even though the  Street Vending Law of India came into being in 2014 and different states have brought their respective Rules and Schemes as required by the central law, they have not progressed far with the implementation of the same. If the numbers are to be believed, we have around 10 million vendors in India. The government’s findings imply that street vendors comprise 14% of the total urban non-agricultural workforce, most of which is densely concentrated in megacities like Delhi, Mumbai, Kolkata, and Ahmedabad. The vending economy has a turnover of around Rs 80 crore a day, and every street entrepreneur or trader supports an average of three others as employees, partners, or workers (D’Cruz 2021), thus acting as a source of livelihood, especially for the urban poor. During COVID, many who lost jobs turned to vending for survival. However, they are seen as intruders into urban space, causing congestion and making streets unclean by municipal authorities as well as the police.

In this dialogue, the discussion will delve into how the street vending laws are implemented, the status of implementation and the challenges of implementation of the laws in Maharashtra, Gujarat, and Kerala, with certain solutions and recommendations from our guests who have a lot of experience working on the ground.




Mr  Aditya Singh  is an architect and a development professional, who leads an organisation called Aabhat, based in Bhuj, India. He is an accredited green building professional and holds a master’s degree in sustainable development and climate change. He is part of the Town Vending Committee of Bhuj municipality as the CBO member, and has worked closely with the street vendors on the ground.He has also designed and implemented a model vending zone in Bhuj through a participatory design process, to showcase the possibilities of such a development under SVA.



Mr Mecanzy Dabre is Dy. General Secretary of National Hawkers Federation , Convenor, Maharashtra Hawkers Federation and works as Consultant with the organisation, YUVA Maharastra.  He is also the Precident of Kamgar Ekata Union, Maharashtra





Anu Maria Francis is an Associate, Research at Centre for Public Policy Research (CPPR). She completed her graduation in Law from National University of Advanced Legal Studies, Kochi. She has worked as UPSC exam trainer and mentor with many coaching institutions in Kerala. She has also interned with a couple of organisations like Kerala State Information Commission, ACTIONAID India, Ceat Tyres Ltd, Biocon Pharma Ltd, Khaitan and Co Law Firm etc. Her academic interests pertain to legal and governance issues and education. She also has experience in handling business ventures.
