The Centre for Public Policy Research (CPPR), in collaboration with the Kerala University of Fisheries and Ocean Studies (KUFOS), is organising a roundtable discussion titled “Unlocking Paddy Fields: Enabling Aquaculture for Agricultural Transformation.” The discussion will examine how inland fisheries and aquaculture can help address Kerala’s widening fish demand–supply gap while improving farmer incomes, strengthening food security, and advancing the state’s blue economy ambitions.
Bringing together policymakers, researchers, farmers, aquaculture entrepreneurs, and industry representatives, the roundtable aims to facilitate evidence-based discussions on regulatory and policy reforms, integrated paddy–fish farming models, and strategies to create an enabling ecosystem for sustainable aquaculture development in Kerala.
The roundtable will serve as a platform for constructive dialogue on balancing conservation objectives with livelihood opportunities, identifying practical reforms, and building consensus on a roadmap for unlocking Kerala’s untapped aquaculture potential. By fostering collaboration across sectors, the initiative seeks to contribute to a future where agricultural transformation strengthens rural prosperity, food security, and the state’s long-term economic resilience.
