This Monograph is based on a management experiment in the field of rural primary education in the Kolar District of Karnataka State about thirty years ago. At the time, although we had the will and the energy, we lacked the technical ability to carry out such an evaluation. This article reimagines the problem and its solution. The article itself is written as a Case Study for educational purposes only.
