Right to Information( RTI) Campaign

The Right to Information Act was passed by the Indian Parliament in 2005, providing statutory recognition to the citizen's right to seek information from public authorities. The legislation intends to bring transparency in governmental machinery by encouraging public scrutiny and thereby making the democratic system more active. CPPR is the leading organization active in RTI Act campaigns across Kerala.

The successful implementation of any legislation primarily depends on the level of awareness among the common man. In the context of a proactive legislation like RTI Act, citizens need to be aware on how to file applications and utilize the redressal mechanisms provided in the Act.

The Right to information campaign was launched on 23 January,2006. CPPR has already conducted numerous successful RTI (Act) awareness sessions at government offices, community organizations, cultural groups, self-help groups, resident associations, academic institutions and so on.Some of the objectives of this campaign is to make people aware of the various provisions of the act, train them to file applications and enlighten them on how it can help each citizen of our country.

All the gatherings for our RTI sessions have shown tremendous participation resulting in wide coverage and publicity. We are very delighted to be associated with this consecrated effort, popularly known as the second freedom struggle.

 Friends of Right to Information, launched on 15 November 2008, is a network of RTI volunteer's across the state. It acts as a platform for volunteer's interested in campaigning for the cause of RTI. The centre will provide necessary training for interested parties to campaign in their respective working areas and also in rural communities.

Alternative Dispute Resolution (ADR)

ADR mechanisms have been mooted as the remedy for the pendency of cases, in our courts. However, the existing ADR mechanisms like arbitration and conciliation are largely used for commercial purposes. It is also observed that these measures have delivered only for a few marginal section of litigants and haven't served the purpose of the masses. In this context, CPPR wishes to explore the possibilities of taking ADR to the under-privileged masses.

Above all, the Centre wants to garner public participation in the process like involvement of non-judicial local persons as facilitator's / conciliators. However, the challenge lies in insulating such a mechanism and making it accommodative, fair and transparent so as to gain the faith of masses.

The efforts to make the benefits of ADR to the masses commenced in January 2008. A panel discussion on 'Taking ADR to the Common Man' was conducted to this effect on 22 November 2008 and Indian Law Institute, New Delhi which was attended by eminent personalities of the legal fraternity.

Externship

The Centre for Public Policy Research, India has ventured into yet another new method of "facilitating solutions to change" in the rural areas. One of the core objectives of CPPR is the promotion of research entrepreneurship to empower individuals to generate solutions to their problems. Externship is unique and different from other internships as here the problems of a community are studied by its own youth with basic facilitation from external sources.

Objectives of the project:
  • Empower youth from within target communities in planning, conducting and evaluation of a social audit.
  • Empower the communities in voicing their concerns and planning for change.
  • Promote research entrepreneurship in rural areas.

Steps in the process

Stage 1

  • Identification of 2 target communities in Kerala and Tamil Nadu.
  • Selection of 5 local youth from within each community.
  • Customised orientation and training including sessions on the various aspects of the research skills needed, diversity and ingenuity of the research methods to be tested, enhancing writing skills, using RTI for accessing information on government spending on the community, interactive learning methods etc on a platform built on the value additions, cultural exposure and team building facilitated by Rang Sanskruti (theatre) team of the Centre.

Stage

  • Collective planning of the social audit with the youth and select members of the community.
  • Social audit conducted by the youth under guidance and mentoring of CPPR team using tools like RTI
  • Support from CPPR to help to build an entrepreneurial solution to the research problem based on these findings.

Month 3

  • Peer review of the results of the audit as well as discussions on solutions by the community in 2-3 large group meetings .
  • Public hearing with elected representatives to demand provision and fulfillment of rights of the communities.
  • Once the lead is taken by the interested parties, the Centre will wish to withdraw from the target group and continue work with a different community.
